OKX in five lines
- About 290 USDT/MAD P2P ads, second only to Binance in our most recent snapshot, with Poste Maroc and Cash Plus among the payment methods.
- Licensed abroad: a MiCA authorisation in Malta for the EU and a VARA licence in Dubai. No Moroccan licence, because none exists yet.
- In February 2025 its operator pleaded guilty in the US and agreed to pay more than $504 million. That is a compliance history, not a solvency problem, but it matters.
- Spot fees from 0.08% maker / 0.10% taker. On P2P you pay the dirham premium, not a fee.
- Our rating: 4.2/5. Good for P2P buyers outside the big cities; less suited to people who want a spotless regulatory record.

Our verdict on OKX for Moroccan users
Yes, OKX is a solid choice for buying USDT with dirhams in Morocco. When we last checked, it listed about 290 USDT/MAD P2P ads, second only to Binance, with Poste Maroc and Cash Plus among the methods. Its weak point is a 2025 US guilty plea, so keep only working balances there.
OKX is the platform we would point to when someone in a mid-sized town tells us their bank barely appears on Binance P2P. The order book is smaller than Binance’s, but deep enough to fill a 2,000- or 20,000-dirham order in one go, and its list of payment methods reaches further. Poste Maroc, the group behind Al Barid Bank, shows up on OKX ads. So do Cash Plus, BMCI, CFG and the international rails Moroccans use for freelance income, such as Skrill and Neteller.
The trade-off is reputational. OKX is a mature, profitable exchange with EU and Dubai licences, yet its history includes a US criminal plea. We do not think that plea puts a Moroccan user’s USDT at risk. We do think it is a fair reason to keep only working balances on OKX and to move savings elsewhere. Our score of 4.2 reflects strong dirham access and solid tooling, minus points for that record and for the absence of any local recourse. Our scoring method is explained on the how we review page.
Is OKX available and legal in Morocco?
OKX accepts Moroccan residents. The country is not named in the platform’s terms of service, which were updated on 25 September 2026, and the live MAD P2P market shows plenty of Moroccan merchants verified on the platform.OKX terms
Being available is not the same as being licensed for Morocco. Two licences matter for OKX’s global standing:
- EU (MiCA). OKX Europe Limited received authorisation as a crypto-asset service provider from the Malta Financial Services Authority in January 2025. Trackers that read the ESMA register list it as passporting across the EEA.Cointelegraph
- Dubai (VARA). OKX Middle East Fintech FZE obtained a VARA licence for exchange services in January 2024 and uses Dubai as its regional hub.
Neither licence covers a resident of Rabat or Tangier. Your account is opened with the group’s international entity, which is based in the Seychelles. On the Moroccan side the 2017 statement by the Office des Changes still applies: it treats crypto transactions as a breach of exchange regulations. Draft law 42.25, which would create AMMC-supervised licences, was published for consultation in November 2025 and had still not been adopted at the time of writing. In 2026 the Office des Changes also sent formal notices to a limited number of residents over P2P trades. Our guide to Morocco’s crypto rules explains the timeline and what a notice letter looks like.
Why did OKX plead guilty in the US?
On 24 February 2025 Aux Cayes FinTech, the Seychelles company that operates OKX, pleaded guilty in Manhattan federal court to one count of operating an unlicensed money transmitting business. According to the US Department of Justice, OKX served American customers from 2018 to early 2024 despite a policy saying it did not. Prosecutors said the platform was used for more than five billion dollars of suspicious transactions. The company agreed to forfeit about $420.3 million and pay a fine of about $84.4 million, more than $504 million in total.US DOJ
What does this mean from Morocco? Three things. First, the case was about who OKX let in and how it monitored them, not about missing customer funds. Second, an exchange that has just paid half a billion dollars for weak controls tends to tighten them, so expect stricter KYC reviews, source-of-funds questions and occasional account holds if your P2P pattern looks unusual. Third, the plea is a permanent part of the record. If you are choosing where to park savings for years, compare it with platforms that have no such history, and read our guide to frozen accounts and P2P fraud before you trade large amounts.
OKX P2P in dirhams: what we saw
For our most recent snapshot, we queried OKX’s public P2P order book in the morning. The numbers below are a snapshot, not a promise, and they move every hour.
| Side | Ads (approx.) | Best prices | Typical methods |
|---|---|---|---|
| You buy USDT | 89 | 10.34–10.37 MAD | Attijariwafa, CIH, Bank of Africa |
| You sell USDT | 200 | 10.27–10.28 MAD | CIH, BCP, Crédit du Maroc |
| Cash rails | a minority | slightly worse | Cash Plus, Poste Maroc |
| Foreign rails | a few | varies | Skrill, Neteller, Western Union |
Two things stand out. First, the sell side is more than twice as deep as the buy side, so OKX is a practical place to cash out USDT into dirhams; our guide to selling crypto in Morocco covers the safest order of steps. Second, the gap between buying and selling prices is narrow, about 0.6%, the same as on Binance. Against the aggregator USD/MAD reference of about 9.73 that morning, buyers paid a premium of roughly 6%. That premium is not an OKX fee. It is the price of getting dollars outside the banking system, and it exists on every platform.
Datawallet, a third-party comparison site, notes that OKX has fewer MAD advertisers than Binance and that evening quotes can be wider. That matched what we saw: at peak hours prices were close to Binance, but a late-night buyer may see fewer merchants. For a full walk-through of escrow, payment proofs and disputes, see our P2P guide for Morocco.
Poste Maroc and Cash Plus: why they matter
Most Moroccan P2P runs on Attijariwafa and CIH transfers. That works well in Casablanca or Rabat. It works less well for a retiree in Errachidia with an Al Barid Bank account, or for a student in Taza who prefers to pay cash at a Cash Plus agency. OKX is one of the few big platforms where both rails appear in live ads. Expect to pay a little more, and expect the merchant to ask for a clear photo of the receipt. Only release coins, or mark an order as paid, inside the OKX order screen. Our Oujda guide shows how bank and cash-agency P2P works far from the Casablanca–Rabat axis.
What are OKX fees for Moroccan users?
The spot market starts at 0.08% for makers and 0.10% for takers at the base tier, according to third-party fee comparisons (Datawallet, cryptowinrate) checked at the time of writing. Holding OKB, the platform token, or trading more volume lowers the rate. Converting 1,000 USDT into Bitcoin therefore costs about one dollar in trading fees. Confirm the live rate on OKX’s fee page before a large trade.
In the ads we saw, the P2P section charged the taker no visible fee. The cost is built into the merchant’s price. Withdrawals carry a network fee that depends on the chain. Sending USDT on TRON or on a cheap layer-2 usually costs far less than on Ethereum, but check that the receiving wallet or exchange supports the same network before you press send.
Futures and margin carry their own fee schedule and funding payments. We do not recommend leveraged products to readers who are new to crypto, and nothing here is investment advice.
The OKX Wallet: self-custody in the same app
OKX ships two products under one brand. The exchange account is custodial: OKX holds the keys, runs KYC and can freeze the account under its rules. The OKX Wallet is a self-custody wallet. You write down a seed phrase, the keys live on your phone, and OKX cannot block your funds. It connects to many blockchains and to decentralised apps.
That split is useful for Moroccan users. You can buy USDT on P2P, swap to Bitcoin, then move your long-term holding to the wallet, so a later account review does not lock your savings. The flip side is that nobody can recover a lost seed phrase. In March 2025 OKX briefly paused its DEX aggregator after it was misused to route funds stolen in another exchange’s hack, which shows that Web3 tools carry risks of their own. Our crypto wallet guide compares OKX Wallet with hardware options and with Trust Wallet.
Compare OKX with platforms that publish their licences and support crypto deposits from Morocco.
Licensed in several jurisdictions · external linkOTC for larger amounts
OKX runs an OTC desk for block trades. Third-party sources put the entry point at about $100,000. Settlement happens in USDT or other crypto, never in dirhams, so a Moroccan client still needs P2P or a foreign account for the fiat leg. If you are moving six figures, the questions about source of funds and Office des Changes exposure become more important than the spread; read our OTC guide for Morocco first.
Is OKX safe to use from Morocco?
OKX publishes regular proof-of-reserves reports, which let users check that the exchange’s on-chain holdings cover customer balances for the main coins. Accounts support two-factor authentication, anti-phishing codes and withdrawal-address whitelists, and we suggest switching all three on. For Moroccan users the most practical security steps are boring: use an email that is only for your exchange, never share your screen with a “support agent” on WhatsApp, and avoid any P2P counterpart who asks to move the conversation off the platform.
Support runs through in-app chat and help-centre tickets. We found no support channel dedicated to Morocco, no Moroccan office and no local phone line, so any dispute is handled under the international entity’s terms.
Who should choose OKX, and who should not
OKX makes sense if
- You need dirham P2P with Poste Maroc or Cash Plus
- You want to sell USDT into MAD with a deep sell side
- You like a self-custody wallet inside the same app
- You value EU and Dubai licences for the group
Look elsewhere if
- A criminal plea in the record is a deal-breaker for you
- You want Arabic-language support
- You need dirham settlement for OTC
- You plan to trade leveraged futures without experience
If you mostly buy with a CIH or Attijariwafa account, Binance usually offers more merchants, and our Binance review compares the two order books. If you already hold USDT and want a long-standing home with US money-transmitter licences, CEX.IO is worth a look; note that Moroccan Visa and Mastercard deposits are not available there, so you fund it with crypto. Our CEX.IO review, the full exchange reviews hub and our ranking of the best crypto exchanges in Morocco set out the alternatives side by side.
Fund with crypto you bought on P2P, then convert at spot price. No pressure, no promises of profit.

FAQ
Is OKX available in Morocco?
Yes, in practice. Moroccan residents can open and verify an account, and in our most recent snapshot OKX listed about 290 USDT/MAD P2P ads. OKX holds no Moroccan licence, because none exists for crypto platforms, and the 2017 Office des Changes position that crypto transactions breach exchange rules still applies.
Is OKX legal in Morocco?
Using OKX from Morocco sits in a legal grey zone. The platform is licensed in the EU through Malta and in Dubai by VARA, but those licences do not cover Morocco. Draft law 42.25 would create Moroccan licences, but it had not been adopted at the time of writing.
How do I buy USDT with dirhams on OKX?
Open the P2P section, choose USDT and MAD, filter by your bank or by Cash Plus, and pick a merchant with a high completion rate. Pay from your own account, mark the order as paid and wait for the coins to be released from escrow. Never pay outside the order chat.
What are OKX trading fees?
On the spot market the base tier is 0.08% for makers and 0.10% for takers, according to the third-party fee comparisons we checked. Higher volume and holding OKB lower the rate. On P2P the real cost is the price premium, about 6% above the aggregator USD/MAD rate at our latest check.
Why did OKX plead guilty in the United States?
In February 2025 the Seychelles company that runs OKX pleaded guilty in New York to operating an unlicensed money transmitting business, because it served US customers without registering. It agreed to pay more than 504 million dollars in forfeiture and fines. The case concerned controls and US access, not missing customer balances.
Is the OKX Wallet the same as an OKX account?
No. The OKX Wallet is a self-custody app: you hold the seed phrase and OKX cannot freeze it. Your exchange account is custodial: OKX holds the keys and applies KYC. Many users buy on the exchange and then move long-term savings to the wallet or a hardware device.
