The short answer
- Moroccan CMI cards rarely work for crypto, and the blocks usually come from the provider: CEX.IO has no card deposits for Morocco, MoonPay does not serve Morocco.
- The e-commerce allowance (15,000 or 20,000 MAD a year, sources conflict) is for goods and services, not crypto.
- Crypto debit cards listed for Morocco come from aggregators that contradict each other. None is confirmed by our own test.
- PayPal is not a P2P rail here. Wise, Payoneer, Skrill and Neteller play smaller roles. Bank transfer and CashPlus dominate.
- Paying merchants in crypto is not allowed, for locals and tourists alike.
Can you buy crypto with a Moroccan bank card?
Rarely, and the block usually comes from the platform rather than your bank. CEX.IO has no Visa or Mastercard deposits for Morocco, and MoonPay does not serve the country. No Moroccan bank issues a crypto card, and the e-commerce allowance does not cover crypto, so most residents buy USDT on P2P by bank transfer instead.
Most Moroccan bank cards, from Attijariwafa, CIH, Bank of Africa, Banque Populaire, Saham, CFG or Al Barid Bank, run on the national CMI network for domestic payments and on Visa or Mastercard abroad. Paying a foreign website requires an international payment feature, usually activated within the e-commerce allowance set by the Office des Changes.
When that card meets a crypto platform, the decline usually comes from the platform. We found no published policy from a Moroccan bank that lists crypto merchants as blocked. What we did find are clear exclusions on the provider side:
- CEX.IO lists Morocco, along with Algeria, Tunisia and Libya, among the countries where Visa and Mastercard deposits and withdrawals are not available, in its fee schedule updated on 14 May 2026.CEX.IO fee schedule Moroccan residents can still open an account, since Morocco is not among its 30 unsupported countries, but they fund it with crypto.
- MoonPay, the on-ramp built into many wallets, lists Morocco among its unsupported countries.MoonPay That is why the “Buy with card” button in Trust Wallet or MetaMask often leads nowhere from a Moroccan phone.
- Other card processors may accept a Moroccan card one day and refuse it the next, depending on their risk rules. A successful payment is not a sign that the route is allowed.
The e-commerce allowance does not cover crypto
The allowance itself is a moving target. A 2024 summary of the general exchange instruction put it at 15,000 MAD per year for individual account holders.Bladi.net A consultancy and Le360 report that the 2026 instruction raised it to 20,000 MAD.Upsilon Consulting We could not check the official text on oc.gov.ma, so verify with your bank before relying on either figure.
What does not change is the purpose. The allowance covers goods and services bought from foreign websites. Buying crypto is, in the Office des Changes’ 2017 reading, a transaction that breaches the exchange rules. Using the allowance for it does not make it legal. It simply puts the transaction on your card statement, with your name on it.
Which crypto debit cards work in Morocco?
A crypto debit card lets you spend a crypto balance through Visa or Mastercard: you pay in dirhams at the shop, and the issuer sells your USDT or BTC behind the scenes. For Moroccans the appeal is obvious, especially for freelancers paid in stablecoins. The reality is messy.
The two main sources disagree, and both are aggregators, not issuers.
| Card | Status for Morocco | Source |
|---|---|---|
| Binance Card | “Not yet confirmed” | Penchan (aggregator) |
| Bybit Card | “Not yet confirmed” | Penchan |
| Crypto.com Visa | “Not yet confirmed” | Penchan |
| Kraken (Krak) card | Applications not open | Penchan |
| Bitget Wallet Card | Not available | Penchan |
| RedotPay | Contradictory page | Penchan |
| Exa, Tuyo, Avici, Ethena Pay, Hyperbeat, Jupiter, Ruvo, PayitFast | Listed as available | DeFiLlama (aggregator) |
Penchan · Morocco DeFiLlama · crypto cards Other directories go much further: CryptoCardHub lists 44 cards for Morocco and Spendnode 42. None of these figures comes from an issuer’s own country list.
On RedotPay, Penchan’s page header says the card is not available in Morocco while the body lists its fees: 1.2% FX, 1% conversion, 2% at ATMs and US$10 for a virtual card. That kind of contradiction is typical. The eight cards on DeFiLlama come mostly from newer DeFi projects with self-custody top-ups. DeFiLlama’s page returned an error when we tried to open it, so we rely on a search snippet.
Three cautions before you apply for any of them. First, availability changes without notice: an issuer can close a country overnight and freeze the cards already issued. Second, conversion costs stack up: crypto-to-fiat conversion, card FX into dirhams and ATM fees can add up to several percent per payment. Third, the legal question is the same: a resident holding a foreign card funded from crypto is using a foreign account, which needs Office des Changes approval. We have not tested any of these cards at a Moroccan terminal or ATM.
PayPal, Wise, Payoneer, Skrill: the payment rails, honestly
Moroccans earning abroad, freelancers, students and MRE families use a handful of international payment services. Here is how each one actually connects to crypto.
PayPal
PayPal accounts can be opened with a Moroccan address. A Wise blog post says withdrawals to a Moroccan bank are possible, with a 30 MAD fee under 2,000 MAD and a currency conversion margin of about 4%, which suggests receiving money now works. We could not verify this on PayPal’s Moroccan site.Wise blog For crypto, though, PayPal is a dead end: it does not appear among the payment methods for USDT/MAD on Binance P2P, and the exchanges that accept PayPal do so only in a few countries. “Buy crypto with PayPal in Morocco” has no clean answer today.
Wise
Wise lets people abroad send money to Moroccan bank accounts in dirhams, which is useful for MRE supporting family.Wise A Wise-affiliated guide says no Wise card is available for Moroccan residents. Wise is therefore a remittance rail into Morocco, not a crypto tool.
Payoneer
Payoneer is the freelancer’s workhorse. A developer in Fès or a translator in Agadir can receive USD or EUR from foreign clients and withdraw to a Moroccan bank. That income is legitimate export of services. Converting it into crypto is a separate step that usually happens through P2P once the dirhams land, with the same grey-zone caveats.
Skrill and Neteller
These two e-wallets appear as payment methods for USDT/MAD on Binance P2P and OKX. In our most recent snapshot we counted 18 Binance ads accepting Skrill and 9 accepting Neteller, a small slice compared with 276 for Attijariwafa and 273 for CIH. They suit people who already hold a Skrill balance from foreign income. Chargeback-style disputes on e-wallets are a known P2P fraud pattern, so check the counterparty’s history.
Does Attijariwafa or CIH offer a crypto card?
Every month, people type “carte Attijariwafa crypto”, “CIH crypto card” or “carte bancaire crypto Maroc” into Google. The short answer: no Moroccan bank offers a crypto card or any crypto service. Banks follow Bank Al-Maghrib, which co-signed the November 2017 warning with the AMMC and the Ministry of Finance.AMMC
Why the search, then? Because Attijariwafa and CIH are the backbone of Moroccan P2P. Buyers pay sellers by ordinary transfer between personal accounts, and those banks appear in more ads than any other. Some P2P methods even carry bank-card labels, such as “Crédit Agricole (Card)” on Binance P2P. None of this is a bank product. It is a person-to-person transfer that your bank sees, can question and, in disputed cases, can freeze.
A 2023 TelQuel investigation described P2P users labelling transfers “Ecom” to avoid attention, which is exactly the kind of habit that looks bad if a bank or the Office des Changes ever asks. Our P2P guide explains how to use bank rails with fewer surprises.
Paying merchants in crypto: not allowed
Can a café in Guéliz, a riad in the Fès medina or an online shop in Casablanca accept Bitcoin? No. The ban that still applies today was triggered in November 2017 by exactly that: a company called MTDS announcing it would accept Bitcoin as payment. The Office des Changes responded within a week.Office des Changes
Draft law 42.25, as reported, keeps that line: crypto-assets would be a regulated asset class, explicitly not legal tender and not a means of payment. There is no payment-token category in the draft. So even after adoption, paying for a tagine in USDT would not become legal.
For tourists in Marrakech, which logged more than 12 million hotel nights in 2025, the advice is simple: bring a foreign card or cash and pay in dirhams. For Moroccan merchants, any “crypto accepted” sign is a compliance risk, not a marketing edge.
What we recommend in practice
If you live in Morocco and want crypto exposure, cards are the weakest link. Here is the order we would follow.
- Do not force your Moroccan cardRepeated declined attempts on crypto sites can trigger fraud flags on your card. If a provider accepts it, remember that this does not make the purchase authorised.
- Use P2P with escrow for the dirham legBank transfer or CashPlus, on a large platform, with merchants who have long trade histories. Never release coins before the money shows in your own banking app.
- Fund a foreign-licensed account with cryptoCEX.IO, for example, accepts Moroccan accounts funded in USDT, even though its card deposits are closed for Morocco. Our ranking of the best crypto exchanges in Morocco compares the other options.
- Treat crypto cards as experimentsSmall balances only, and only after reading the issuer’s own country list, not an aggregator’s.
- Keep recordsStatements, trade confirmations, screenshots of P2P chats. If a bank or the Office des Changes asks, documents are your best answer.
Freelancers paid in dollars have a cleaner option than most. They can receive through Payoneer or a foreign bank, bring the income home as declared export revenue, and only then decide whether a small share goes into crypto. The more your crypto activity is separated from your main salary account, the easier any conversation with your bank will be. FAQ
Can I buy crypto with a Moroccan bank card?
Rarely, and it is not authorised. Major on-ramps block Morocco on their side: CEX.IO lists Morocco among countries where card deposits are not available, and MoonPay does not serve Morocco at all. Even when a payment goes through, the Office des Changes treats crypto purchases as an unauthorised transfer abroad, and the e-commerce allowance does not cover them.
Is there a crypto debit card that works in Morocco?
Possibly, but none is confirmed. Aggregators disagree: DeFiLlama listed eight cards as available in Morocco when we last checked, mostly from newer DeFi projects, while Penchan shows the Binance, Bybit and Crypto.com cards as not confirmed and the Kraken card as closed. We have not tested any of them at a Moroccan terminal, so treat every listing as unverified.
Can I buy crypto with PayPal in Morocco?
Not in a practical way. PayPal accounts can be opened with a Moroccan address, but PayPal does not appear among the payment methods for USDT/MAD on Binance P2P, and the exchanges that accept PayPal do so only in certain countries. Moroccan users who want crypto generally go through bank transfer or cash P2P instead.
Does Attijariwafa bank have a crypto card?
No. Attijariwafa bank, like every Moroccan bank, offers no crypto card and no crypto service, in line with Bank Al-Maghrib's stance. The bank does appear in more Binance P2P ads than any other, because buyers pay sellers by ordinary transfer. That makes it a P2P rail, not a crypto product, and transfers remain visible to the bank.
Can tourists pay with crypto in Marrakech?
No. Paying a merchant in crypto is not permitted in Morocco, and draft law 42.25 explicitly says crypto-assets are not a means of payment. The 2017 ban was triggered by a company announcing it would accept Bitcoin. Tourists should bring a foreign card or cash and pay in dirhams.
What is the e-commerce allowance for Moroccan cards?
Either 15,000 or 20,000 MAD a year, depending on the source. A 2024 summary of the exchange instructions gives 15,000 MAD per year for individuals, while 2026 sources say it rose to 20,000 MAD. Check the current Office des Changes instruction. Either way, the allowance is for goods and services bought online, not for crypto.
