Binance in Morocco: the dirham market, and its baggage

If a Moroccan friend bought USDT last week, odds are it happened on Binance P2P. This review looks at why the dirham market lives there, what it costs, which banks work, and what you sign up for with a company that pleaded guilty in the United States in 2023.

Why Morocco’s crypto market runs through Binance

Yes, Binance works in Morocco: residents can open and verify an account and trade on the country’s deepest USDT/MAD P2P market, with about 610 ads when we last checked. It holds no Moroccan or Bank Al-Maghrib licence, though, and the Office des Changes still treats crypto transactions as an exchange-control breach.

No major exchange offers a dirham deposit, and Moroccan cards are mostly refused. That leaves peer-to-peer trading, and in P2P, liquidity attracts liquidity. Binance added the dirham to its P2P platform in April 2020, according to a third-party guide, and became the default venue during the 2021 bull market. Five years later the network effect is obvious: on the day we checked, Binance had more MAD ads than Bybit and OKX combined.

The company’s presence goes beyond the order book. In March 2023 Binance held a closed-door meetup in Casablanca that drew several hundred users, a rare public sign of a community that mostly lives on Telegram and WhatsApp.Médias24 The event was invitation-only and held in English. No similar public event has been reported since, which says something about the legal climate.

Our verdict on access is simple. Binance is reachable, works with Moroccan banks through P2P, and has by far the most sellers. Whether you should keep your savings there is a separate question, covered below.

Binance P2P in Morocco: the numbers

For our most recent snapshot, we queried Binance’s public P2P listing endpoint for the USDT/MAD pair.

~610USDT/MAD ads (210 buy, 400 sell)Binance P2P API, our snapshot
10.34Best price to buy 1 USDT, MADSame snapshot
10.26Best price to sell 1 USDT, MADSame snapshot
≈ 6%Premium over the market USD/MAD rateDerived, aggregator FX 9.73

The spread between the best buy and sell prices was about 0.6%, which is tight for a market without official banking support. Typical ads had minimums from 100 to 15,000 dirhams and maximums up to about 108,000; many capped at 24,000 dirhams per order.

The premium is the number to watch. At the time of our snapshot, aggregators put the market dollar rate at about 9.73 dirhams, so paying 10.34 for one USDT means paying around 6% more. That premium is not a Binance fee. It reflects what it costs sellers, in money and in risk, to obtain dollars outside official channels, and it tends to widen when the Office des Changes tightens enforcement. One caveat: the market rate itself jumped from about 9.33 to 9.73 in six weeks, so read the premium figure with care.

Across the 610 ads, these were the most frequent methods.

Wafacash appeared in 10 ads and Western Union in 5. Orange Money, inwi money and Chaabi Cash did not appear at all, and Al Barid Bank only twice. If you bank with Al Barid, you will have fewer sellers to choose from. Our full P2P guide explains each method and how to choose a seller.

What fees does Binance charge?

On the P2P side, takers pay no trading fee. If you answer a seller’s ad, you pay only the price shown. Makers, who post ads, pay a fee that has ranged from 0 to 0.35% depending on the market in past Binance announcements; we could not confirm the current MAD rate.

On spot trading, the base fee is 0.10% for both makers and takers, reduced to 0.075% if you pay fees with BNB. Withdrawal fees depend on the coin and network. For USDT, cheaper networks such as TRC20 or BNB Smart Chain cost far less than ERC20, so choose the network carefully when you move funds to a wallet or to another exchange.

For a typical Moroccan purchase, the arithmetic is a P2P premium of about 6%, plus 0.10% if you convert USDT to BTC, plus a network fee if you withdraw. The premium makes up almost all of your cost. The same is true on Bybit and OKX, which is why comparing their P2P prices on the day matters more than comparing fee tables.

Is Binance regulated, and by whom?

Binance has long avoided naming a single headquarters, and its licensing is a patchwork. Here is what we could verify.

In Dubai, Binance FZE received a full virtual-asset service provider licence from VARA in April 2024, after an operational MVP licence in 2023.CoinDesk In Bahrain, Binance received a crypto-asset service provider licence from the Central Bank of Bahrain in March 2022, its first in the region.

In Europe, the picture changed in 2026. Binance had national registrations in France (AMF, since May 2022), Italy, Spain, Poland and other states. Those registrations lost their effect at the end of the MiCA transition, and Binance did not obtain a MiCA licence. In June 2026 it withdrew an application filed in Greece and, according to the Financial Times as reported by Unchained, told users in France, Italy, Spain and Poland that services would be suspended from 1 July.Unchained, citing the FT Binance said it planned to apply in France. For Moroccans living in Europe, this is the most practical reason to keep a second exchange.

The 2023 US settlement and Changpeng Zhao

Any honest Binance review has to address November 2023. On 21 November, Binance pleaded guilty in the United States to charges including failing to maintain an effective anti-money-laundering programme, operating an unlicensed money-transmitting business and violating US sanctions. The company agreed to pay about 4.3 billion dollars across the Department of Justice, the Treasury and the CFTC, and to accept a compliance monitor.US Department of Justice

Founder Changpeng Zhao, known as CZ, pleaded guilty personally to failing to maintain an effective AML programme, paid a 50 million dollar fine and stepped down as CEO. Richard Teng replaced him. In April 2024 a Seattle judge sentenced Zhao to four months in prison; prosecutors had asked for 36. He was released in September 2024. On 23 October 2025, US President Donald Trump granted him a full pardon, a decision critics linked to Zhao’s support for World Liberty Financial, a crypto venture launched by the Trump family.

  3. Casablanca meetup

  4. US guilty plea

  5. Full VARA licence

Binance FZE licensed in Dubai; CZ sentenced to four months the same month.

  6. EU services suspended in four countries

No MiCA licence; France, Italy, Spain and Poland affected.

What does this mean for a user in Rabat or Agadir? The guilty plea was about compliance failures such as weak anti-money-laundering controls, not about the exchange losing customer funds. Still, it shows a company that grew by moving faster than regulators, and whose relations with authorities can change suddenly, as the 2026 European episode proved. Do not keep more on Binance than you need for trading.

Is Binance safe for Moroccan users?

Binance requires identity verification before P2P trading. For Moroccans this usually means a CIN or passport and a selfie. Binance publishes proof-of-reserves snapshots, which show that it holds the customer assets it reports at a given moment. They are not a full audit of liabilities.

The more common problem for Moroccan users is not a hack but a frozen account. If a buyer pays you from a stolen or third-party account, the victim’s bank can file a complaint and your own bank may block your account. Binance itself can freeze an account during an appeal. The rules that protect you are boring but effective: accept payments only from accounts in the buyer’s name, never “release” coins on the strength of a screenshot, and keep the chat inside the app. The scam guide lists the tricks we see most often in Moroccan P2P, from fake CashPlus receipts to “Ecom” transfer labels.

Who Binance suits, and alternatives

Binance suits anyone who needs to move between dirhams and USDT regularly and wants the best chance of finding a seller at 10 pm on a Sunday. It is also the venue most Moroccan freelancers already know, which makes help easier to find; our Fez city guide looks at how freelancers paid in dollars handle the USDT step.

It is less suited to people who want a conservative long-term home for their coins. Many users buy on Binance P2P and then transfer to a platform with a longer, cleaner record, such as CEX.IO, whose review explains the crypto-only funding route. For a second P2P venue, Bybit and OKX are the obvious backups; see the Bybit review and the comparison on our reviews hub. KuCoin also lists dirham ads, but far fewer, as our KuCoin review shows. If you are still choosing a platform, start with our ranking of the best crypto exchanges in Morocco. To cash out, our selling guide describes the reverse process.

Our verdict

Binance gets 4.4 because, for a Moroccan user, nothing replaces its dirham liquidity. On a normal day you can buy USDT in minutes with a CIH or Attijariwafa transfer at a price within 1% of the best on any platform. The score stops there because of what comes with it: a criminal plea in the US, a weakened position in Europe, and no Moroccan licence, a gap it shares with everyone else. Use it as a gateway, not a vault.

FAQ

Is Binance legal in Morocco?

Binance is accessible in Morocco but not authorised. Residents can open and verify an account and use a live USDT/MAD P2P market with hundreds of ads. Availability is not approval: Binance holds no Moroccan licence, and since 2017 the Office des Changes has treated crypto transactions as a breach of exchange-control rules.

Does Binance have a Bank Al-Maghrib licence?

No. Some foreign review sites claim Binance holds a BAM licence, but we found no such licence on any Moroccan register or in any BAM statement. Morocco has no licensing regime for crypto exchanges yet; draft law 42.25 would create one under the AMMC, and it is still not adopted.

Which Moroccan banks work on Binance P2P?

In our most recent snapshot, the most common payment methods in USDT/MAD ads were Attijariwafa and CIH, each in about 270 ads, followed by BMCE Bank of Africa, Banque Populaire, generic bank transfer and CashPlus. Saham Bank, Crédit du Maroc, CFG Bank and Wafacash also appeared.

What are Binance P2P fees in Morocco?

On Binance P2P the taker, meaning the person who answers an existing ad, pays no trading fee. Advertisers pay a maker fee that varies by market; we could not verify the current MAD rate. The real cost is the price: about 10.34 dirhams per USDT to buy at our latest check, around 6% above the market rate.

Why did Binance pay 4.3 billion dollars?

In November 2023 Binance pleaded guilty in the United States to anti-money-laundering, unlicensed money transmission and sanctions violations, and agreed to pay about 4.3 billion dollars. Founder Changpeng Zhao pleaded guilty to failing to maintain an effective AML programme, stepped down and served four months in prison. He was pardoned in October 2025.

Is Binance P2P safe for Moroccans?

The escrow system protects you against a seller disappearing with the coins, but not against fake payment receipts, third-party transfers or scam ads posted in groups. Trade only inside the Binance app, pay from an account in your own name, and release coins only when money is visible in your banking app.
