CEX.IO from Morocco: solid, with one big caveat

CEX.IO is one of the oldest exchanges still running, and Moroccans can open an account. What they cannot do is pay with a CIH or Attijariwafa card. This review explains what the platform is good at, what it costs, and the crypto-first route that makes it work from Morocco.

Verdict in four lines

  • Rated 4.6/5. CEX.IO is the most conservative choice in our ranking: operating since 2013, with a FinCEN registration, US state licences and UK and Spanish entities.
  • Moroccan accounts are accepted, but Visa and Mastercard deposits are not available for Morocco (fee schedule of 14 May 2026).
  • From Morocco you fund it with crypto: buy USDT on P2P with dirhams, send it to CEX.IO, then trade or hold.
  • Weak points: no dirham market, no P2P, and a tighter limit for new users during the first three months.

CEX.IO in a nutshell

Yes, Moroccans can open and verify a CEX.IO account, served by the group’s CEX OVRS LLC entity. The catch is funding: Visa and Mastercard deposits are not available for Morocco, so you buy USDT with dirhams on P2P and transfer it in. For a cautious buy-and-hold user, that two-step route works well.

CEX.IO started in London in 2013, the same year its team launched the GHash.IO mining pool. The pool became famous for the wrong reason: in 2014 it came close to controlling half of Bitcoin’s hash rate, so the operators shrank it and retired it in 2015. The exchange stayed. By its own timeline, it was the first platform to sell Bitcoin by credit card, in 2014. It opened a US office in 2019, added savings, staking and loans in 2020–2021, and gave its order book the CEX.IO Spot name in 2024.CEX.IO · About

Today the company claims more than 15 million registered users and over 30 licences and registrations worldwide. Those are the operator’s figures, and we could not audit them. What we could check is the structure. CEX.IO is not one company but a group of regional entities, each with its own terms. That matters for a Moroccan resident, because neither the US nor the UK company serves you. Your contract is with CEX OVRS LLC, which the legal page lists under “Other Jurisdictions”.

Why do we rank it first for Moroccans despite the card problem? Because the main risk for a Moroccan crypto holder is not a 0.1% trading fee. It is the counterparty: whether the company holding your coins will still be there, and whether it answers to a serious regulator somewhere. On that question, CEX.IO scores better than most platforms with bigger dirham markets.

Is CEX.IO licensed and regulated?

We read CEX.IO’s legal pages and its US licensing page, then cross-checked press reports. Here is what holds up.

EntityJurisdictionWhat it holds
CEX.IO Corp.United StatesFinCEN MSB, NMLS 1804170, about 40 state money-transmitter licences
CEX.IO Markets UK LtdUnited KingdomFCA anti-money-laundering registration
CEX.IO Europe, S.L.Spain (EEA)EU entity; MiCA status not confirmed
CEX OVRS LLCOther jurisdictions, incl. MoroccoServes Moroccan residents

The US side is the most solid part. The state licence list on the CEX.IO site includes Florida FT230000264, Texas 3223 and Illinois MT.0000359, and anyone can look up the NMLS number on the public NMLS Consumer Access database.CEX.IO · US licences In the UK, CEX.IO resumed services in September 2024 after its FCA registration. In the EU, the group operates through CEX.IO Europe, S.L. in Spain; we could not confirm on the ESMA register whether that entity has completed MiCA authorisation, so we do not claim it.

Older entities also appear in the record: a Gibraltar company that held a DLT licence in 2019, and a Lithuanian VASP registered in 2023 whose page now returns an error. We mention them for completeness only.

Can you use a Moroccan bank card on CEX.IO?

No, and this is the part most reviews skip. CEX.IO’s fee schedule lists the countries where card deposits and withdrawals are unavailable, and Morocco is on it, next to Algeria, Tunisia and Libya. The entry was updated on 14 May 2026.CEX.IO · fee schedule

In practice this means that your Attijariwafa Visa, your CIH Mastercard or your Bank of Africa card will not work for buying crypto on CEX.IO, whatever your e-commerce allowance. The other payment methods on the list, such as SEPA, Faster Payments, ACH, PayPal and Open Banking, depend on having a bank account in Europe, the UK or the US. None of them is a Moroccan rail, and there is no dirham account.

It is also consistent with Moroccan rules. Using an international card to buy crypto is a transfer abroad that the Office des Changes has not authorised, and the 2017 statement still stands. Our crypto card guide covers what does and does not work with Moroccan cards.

So the account is useful, but only if you bring crypto to it.

How to fund CEX.IO from Morocco

Moroccan users take a crypto-first route. You buy USDT with dirhams on a P2P marketplace, then send it to your CEX.IO deposit address. At our latest check, the best USDT/MAD buy prices on Binance P2P were about 10.34–10.36 dirhams, roughly 6% above the market dollar rate. That premium, not the CEX.IO fee, is your main cost.

  1. Open and verify your CEX.IO accountSign up with your email, then complete identity verification with your CIN or passport and a selfie. Use your real address in Morocco.
  2. Buy USDT on P2POn a P2P marketplace, choose a seller with a high completion rate who accepts your bank, for example CIH or Attijariwafa, or a CashPlus deposit. Pay only through the method shown in the order. Our P2P guide shows how to check sellers.
  3. Copy the right deposit addressIn CEX.IO, open the USDT deposit page and pick the network. Use exactly the same network on the sending side, for example TRC20 or ERC20, or the funds can be lost.
  4. Send a small test firstSend 10–20 USDT, wait for it to arrive, then send the rest. Network fees are small compared with the risk of a wrong address.
  5. Trade, save or withdrawConvert USDT to BTC or ETH on CEX.IO Spot, put it in Savings if you want yield, or move it to your own wallet.

Keep the P2P receipt and the transaction hash together. If your bank or the Office des Changes ever asks about a transfer, those two documents tell the whole story.

Products: spot, savings, staking and Prime

CEX.IO Spot is the order-book exchange, renamed from Exchange Plus in 2024. It covers the main pairs against USDT, USD, EUR and BTC. The interface is cleaner than Binance’s, with fewer distractions, which suits users who want to buy and hold rather than trade all day.

Instant Buy and Sell is the simple conversion screen. It is convenient but usually more expensive than placing an order on Spot, and from Morocco the card side of it is not available anyway.

Savings and Staking let you earn a variable reward on idle coins. CEX.IO’s support page lists Morocco among eligible countries for these products.CEX.IO · Savings eligibility Rates change often and depend on the coin, so we do not quote them. Coins in a yield product stay exposed to the platform. For Muslim readers, the religious question of fixed returns is a real one.

CEX.IO Prime is the institutional desk for liquidity and OTC trades. In April 2026 the group announced OpenPayd rails for real-time EUR, GBP and USD settlement with institutional clients. That does not create a dirham channel; it only matters to companies with foreign accounts.

Fees and limits

On CEX.IO Spot, the fee is 0.25% for accounts trading up to $10,000 a month, with lower tiers as volume grows. That is a little higher than the 0.10% headline at Binance or Bybit for small accounts, but for a buy-and-hold user moving a few thousand dirhams a month the difference is a few dirhams.

Card fees, for countries where cards work, range from 0.49% to 4.99% plus a service charge. They do not apply to Moroccans because the card route is closed. When you deposit USDT, the sending platform charges its own network fee, so pick a cheap network such as TRC20 if both sides support it. Withdrawals from CEX.IO carry a network fee that varies by coin and network; check it on the withdrawal screen before you confirm.

The most important limit concerns new customers. For the first three months after identity verification, CEX.IO caps payment-method transactions at 1,000 dollars per day and 3,000 dollars per month. After that, standard limits apply. Since Moroccans fund with crypto rather than cards, the cap matters less in practice, but read the current terms in your account before planning a large transfer.

Is CEX.IO safe?

CEX.IO publishes a PCI DSS compliance document on its legal page, along with AML, KYC and anti-fraud policies. Account security includes two-factor authentication and withdrawal-address controls. In thirteen years it has not suffered a customer-fund theft on the scale of the Bybit or Mt. Gox incidents; we found no credible report of one. That is a good record, not a guarantee.

The usual rule applies: an exchange account is for coins you trade, not for savings you plan to hold for years. For those, use a hardware or self-custody wallet. Our wallet guide for Morocco compares the options, including the customs issue with importing a Ledger.

What we like

  • Operating since 2013 with a public record
  • FinCEN MSB and around 40 US state licences
  • UK and Spanish entities with published terms
  • Savings and Staking open to Moroccan residents
  • Clean interface for buy-and-hold users

What to watch

  • No Visa or Mastercard deposits for Morocco
  • No dirham market and no P2P desk
  • Spot fees up to 0.25% for small volumes
  • Moroccans served by an offshore entity, not the US or EU one
  • New-user limits for the first three months

Who CEX.IO is for, and the alternatives

CEX.IO suits Moroccan users who already know how to buy USDT on P2P and want a more conservative place to convert and hold it. It also suits members of the diaspora in Europe or the UK, who can fund it with SEPA or Faster Payments and then transfer coins to family in Morocco. It is not the right first app for a beginner who needs a dirham on-ramp in the same place.

If you need everything in one app, Binance has the deepest dirham P2P market but a heavier regulatory history; read our Binance review. Bybit is a credible second P2P venue with a MiCA licence in Austria. OKX is the other large MAD market and accepts Poste Maroc in some ads. Bitget and KuCoin also list dirham ads, but their order books are much thinner; see our Bitget review and KuCoin review. The full comparison is on the reviews hub, and our ranking of the best crypto exchanges in Morocco puts the ten platforms side by side.

Our verdict

CEX.IO earns its 4.6 for what it is: a long-running exchange with registrations you can check, a sober product line and a safety record free of major incidents. From Morocco it is a two-step tool. You bring dirhams in through P2P elsewhere, and CEX.IO becomes the place where you convert, hold or earn. Accept that workflow, keep receipts, start with a small test transfer, and it works well. If you want a card purchase in two clicks, it will disappoint you, and so, for now, will every other exchange in Morocco.

FAQ

Is CEX.IO available in Morocco?

Yes. Morocco is not on CEX.IO's list of thirty unsupported countries, updated 10 September 2026, and it is listed as eligible for Savings and Staking. Moroccan residents are served by CEX OVRS LLC, the group's entity for other jurisdictions. Card deposits, however, are not available for Morocco.

Can I buy crypto on CEX.IO with a Moroccan bank card?

No. CEX.IO's fee schedule, updated 14 May 2026, lists Morocco among countries where Visa and Mastercard deposits and withdrawals are not available, alongside Algeria, Tunisia and Libya. The usual workaround is to buy USDT on a P2P marketplace with dirhams and transfer it to your CEX.IO address.

Is CEX.IO licensed?

CEX.IO's US entity is registered with FinCEN as a money services business under NMLS 1804170 and holds money-transmitter licences in around forty states. The group also runs a UK company with an FCA anti-money-laundering registration and an EU entity in Spain. None of these is a Moroccan licence; no exchange has one.

What are CEX.IO's fees?

Spot trading fees on CEX.IO range from 0% to 0.25% depending on 30-day volume and whether you add or take liquidity. Card payments, where available, cost 0.49% to 4.99% plus a service charge, but they do not apply to Moroccan residents. Network fees apply to crypto withdrawals.

What are the limits for new CEX.IO users?

During the first three months after identity verification, CEX.IO caps payment-method deposits and withdrawals at 1,000 dollars per day and 3,000 dollars per month. Standard limits apply after that. Moroccans who fund with USDT should still check the current limits shown in their account before a large transfer.

Is CEX.IO safe and legit?

CEX.IO has operated since 2013 without a major customer-fund hack on the scale of the large exchange thefts, publishes a PCI DSS compliance document and runs regulated entities in the US, UK and Spain. No exchange is risk-free, so keep long-term holdings in a wallet you control.
