Crypto in Rabat: buying next door to the regulators

Every rule that shapes crypto in Morocco is written within a few kilometres of Rabat's Avenue Mohammed V. That makes the capital the best place to understand where the law is heading, and a city where many residents, from civil servants to bank compliance staff, have good reasons to be careful. Here is how Rabat and Salé buy crypto today.

Rabat at a glance

  • Rabat is where crypto policy is made: Bank Al-Maghrib, the AMMC and the Office des Changes all have their head offices in the capital, alongside the Ministry of Finance.
  • Draft law 42.25, written by those bodies with World Bank support, was published for consultation in November 2025 and is still not adopted.
  • Buying works exactly as elsewhere, through P2P with bank transfers or CashPlus deposits, but many Rabat residents have extra reasons for caution: public-sector jobs, banking careers, security clearances.
  • Technopolis in Salé, the Technopark and INPT give the capital a real tech base; INPT hosted Morocco’s first Blockchain and Cryptocurrencies Days in February 2025.

A city of rule-makers

Yes, you can buy crypto in Rabat, but only online. Residents of Rabat and Salé use P2P marketplaces such as Binance, Bybit or OKX, paying by CIH, Attijariwafa or Banque Populaire transfer, or at a CashPlus agency. No licensed crypto business exists in the capital, even next door to the regulators.

Rabat is not Morocco’s biggest city. The commune itself counted about 516,000 residents in the 2024 census; Salé, across the Bou Regreg river, has about 945,000, and the wider Rabat-Salé-Kénitra region about 5.13 million.HCP · RGPH 2024 What it has is the State. Ministries, the parliament, embassies and the three financial authorities that decide how crypto is treated in Morocco are all here.

Bank Al-Maghrib, the central bank, sits on Avenue Mohammed V. The AMMC, which supervises capital markets and would license crypto providers under the new law, is on Avenue Annakhil in Hay Riad. The Office des Changes, which enforces exchange control and wrote the 2017 statement that still frames everything, is also headquartered in the capital. In other words, the people who will one day approve or refuse a Moroccan crypto licence work a short drive from each other.

That proximity shapes the local mood. In Casablanca, crypto talk is about liquidity. In Rabat, it is more often about rules: when the law will pass, what it will require, and whether past trades could become a problem.

The regulators’ calendar, seen from Rabat

The timeline below is the one that Rabat watches. Each step came from one of the institutions in the city, and each one matters for anyone holding crypto in Morocco.

  1. Office des Changes statement

Transactions in virtual currencies declared a breach of exchange rules, exposing users to existing penalties.

  2. Joint warning

Bank Al-Maghrib, the AMMC and the Ministry of Finance warn the public about the risks of crypto.

  3. Draft rules under way

The BAM governor says an internal commission is preparing a framework, with World Bank technical support.

  4. INPT Blockchain Days

First edition of the Morocco Blockchain and Cryptocurrencies Days at INPT, Rabat.

  5. Draft law 42.25 published

Posted for public comment; it would put crypto providers under AMMC licensing and stablecoins under BAM.

  6. Office des Changes notices

Formal letters to residents suspected of holding crypto abroad, with 30 days to explain.

  7. BAM: work ongoing

The central bank says finalisation continues, with no date for parliament.

Two details from this calendar deserve attention. First, as reported by Hespress and Médias24, the 42.25 draft would make crypto a distinct asset class that is not legal tender and not a means of payment. It would require AMMC licences for exchange, custody and transfer services, and impose KYC, ten-year record keeping and the travel rule. Second, according to the BAM report summarised by Morocco World News, the AMMC and Chainalysis ran an on-chain forensics training in December 2025.Morocco World News Our legal status guide follows the bill in detail.

How do people in Rabat and Salé buy crypto?

Nothing in the capital changes the mechanics. In our most recent snapshot we counted about 610 USDT/MAD ads on Binance P2P, 140 on Bybit and 290 on OKX, with buy prices around 10.34–10.40 MAD per USDT. Payment methods are national: Attijariwafa and CIH lead, Banque Populaire and Bank of Africa follow. Al Barid Bank appeared in only two Binance ads in our snapshot, while OKX lists Poste Maroc as a method.

What a careful Rabat buyer does differently

The real difference is attitude. The typical Rabat buyer we hear from is not chasing leverage. It is the young engineer at a ministry who wants to keep some savings in USDT, or the bank employee who is curious but knows her own institution follows Bank Al-Maghrib’s line. For people like them, three habits make sense.

  • Pay only from your own account, in your own name, and never accept money from a third party. This keeps the paper trail clean and avoids frozen accounts.
  • Keep a file: order IDs, receipts, the exchange’s statement, the price on the day. If the Office des Changes or your bank asks, you can answer within 30 days rather than reconstructing the past.
  • Check your employer’s code of conduct. We found no published rule that targets civil servants and crypto specifically, but banks, insurers and regulators often have internal rules on personal investments.

Our P2P buying guide covers the order flow, and the declaration and tax page explains why records matter even though the DGI has issued no crypto ruling.

Salé: the bigger half of the metro

Salé is easy to overlook from Rabat, yet it has nearly twice the population. It hosts Technopolis Rabat-Salé, a technology and offshoring park of about 107 hectares in its first phase, with a long-term target of 300 hectares.La Vie Éco Its tenants are call centres, IT service firms and engineering offices, which recruit the young graduates who often discover USDT through colleagues.

Salé also appears in a less flattering headline. In December 2024 police arrested five people in the city over a wallet-phishing scheme aimed at foreigners, according to Hespress.Hespress The lesson is general: phishing sites that copy wallet or exchange pages work wherever there are victims, and people who can build them live in every city. Bookmark the real address of your exchange and never type a seed phrase into a website.

Are there blockchain or crypto events in Rabat?

Occasionally, and they are conferences rather than trading venues. Rabat’s tech base is more academic than Casablanca’s. INPT, the national telecoms engineering school in Madinat Al Irfane, hosted the first Morocco Blockchain and Cryptocurrencies Days on 27 and 28 February 2025, opening with a cybersecurity capture-the-flag contest. Speakers included an OCP executive who presented a blockchain use case for the group’s international operations.EcoActu In 2019 Rabat also hosted the Africa Blockchain Summit. The Technopark Rabat, open since 2012, and a campus of the 1337 coding school, whose Mediterranean sister campus sits in Tetouan, complete the picture.

We found no recurring public meetup in Rabat or Salé either. The community, as elsewhere, lives in private groups.

Neighbourhoods and where to find a branch

For practical errands, such as getting a deposit slip or meeting your bank adviser, Rabat’s branch network is densest in Agdal, around the Avenue de France and Avenue Fal Ould Oumeir, in Hay Riad near the business and administrative offices, and in the centre along Avenue Mohammed V. On the Salé side, branches and payment agencies line the main avenues of the central districts. These are ordinary urban landmarks, not crypto venues.

Keeping coins: what compliance-minded holders choose

A compliance-first holder thinks about custody as much as about price. The two options are self-custody, explained in our wallet guide, and a large exchange whose licences can be checked in public registers. CEX.IO is a case in point. It has operated since 2013, is registered with FinCEN in the United States under NMLS 1804170 and holds US state money-transmitter licences, alongside an EU entity, CEX.IO Europe S.L., in Spain and a UK registration. It supports Moroccan accounts but does not accept Moroccan Visa or Mastercard deposits, so users fund it with crypto. And like every exchange, it holds no Moroccan licence, because none can be issued until law 42.25 is adopted.

Our verdict: Rabat is the city where crypto users are most likely to read the fine print, and that is a strength. Buy small, document everything and follow the bill. When the law passes, the first licences will be granted a few streets away. Until then, our overview of how to buy crypto in Morocco compares the platforms people actually use. Neighbouring Kenitra, just up the coast, shows a different, industrial side of the same region, and Casablanca the commercial one.

FAQ

Can I buy Bitcoin in Rabat?

Not from any licensed local business, because none exists. Residents of Rabat and Salé use the same P2P marketplaces as the rest of Morocco, mainly Binance, Bybit and OKX, paying by transfer from CIH, Attijariwafa, Banque Populaire or Al Barid Bank, or through a CashPlus deposit, and then convert USDT to Bitcoin on the exchange.

Does Bank Al-Maghrib allow crypto?

No. Since the joint warning of November 2017, Bank Al-Maghrib, the AMMC and the Ministry of Finance have advised against crypto, and the Office des Changes treats crypto transactions as a breach of exchange rules. Bank Al-Maghrib is helping draft law 42.25, which would regulate the sector, but the text had not been adopted at the time of writing.

Where is the AMMC located?

The AMMC, Morocco's capital-market authority, has its head office on Avenue Annakhil in Hay Riad, Rabat. Under draft law 42.25 it would license crypto-asset service providers. Today it publishes warnings about unauthorised investment advice and fraudulent trading platforms, including scammers who pretend to be the regulator.

Are there blockchain events in Rabat?

Yes, occasionally. INPT hosted the first Morocco Blockchain and Cryptocurrencies Days on 27 and 28 February 2025, and Rabat hosted the Africa Blockchain Summit in 2019. These are conferences, not trading venues. We found no recurring public crypto meetup in Rabat or Salé.

Can a Moroccan civil servant own crypto?

We found no published rule that targets civil servants specifically. The national position applies to everyone: crypto transactions breach exchange rules, and holdings abroad can trigger Office des Changes questions. Anyone bound by an employer code of conduct, such as bank or regulator staff, should check it first.

How do people in Salé buy crypto?

The same way as in Rabat: through P2P marketplaces such as Binance, Bybit or OKX, paying by bank transfer or at a cash agency. Salé has nearly twice Rabat's population and hosts Technopolis, whose IT and offshoring staff are among the younger buyers. We found no licensed crypto office in Salé or anywhere else in the metro.
