The short answer
- No licensed OTC desk or crypto broker operates in Morocco. Large trades go through international desks: Kraken, Bitget, OKX, Binance and CEX.IO Prime.
- Minimums cluster around $100,000. Settlement is in USD, EUR or GBP, never MAD.
- Residents need a legal basis for any foreign account. The 2017 Office des Changes stance applies to people and companies.
- Big Binance P2P “merchants” act as a de facto MAD desk, but orders top out around 100,000 MAD.
- Informal brokers in Casablanca or on Telegram are the riskiest route. One was convicted at the Court of Cassation in 2021.
What an OTC desk does, and why size changes everything
No licensed Bitcoin OTC desk operates in Morocco. Large trades go through international desks such as Kraken, Bitget, OKX, Binance and CEX.IO Prime. Kraken and Bitget start at about $100,000, and every desk settles in dollars, euros or crypto, never in dirhams. A Moroccan resident also needs a legal basis to hold funds abroad.
Buying 500 dollars of Bitcoin on an exchange is invisible. Buying 2 million dollars at once is not. A market order of that size eats through the order book, and the average price you pay drifts up with every level it consumes. Traders call this slippage. On a thin pair it can cost more than any fee.
An over-the-counter desk solves that by quoting one firm price for the whole block. You send a request for quote (RFQ), the desk answers with a price valid for a few seconds or minutes, and if you accept, the trade settles between your account and the desk’s inventory. Nobody else sees the order. The desk earns its spread; you get certainty.
From Morocco, OTC appeals to three kinds of people: high-net-worth individuals with assets abroad, MRE (Moroccans living abroad) who earn in euros, and businesses with foreign operations. It is not a way to turn a large dirham balance into Bitcoin. That distinction runs through every section below.
The international desks that serve Moroccan clients
We checked each desk’s own pages, press releases and, where those were silent, third-party sources. “Serves Morocco” here means Morocco is not on the desk’s prohibited list. It does not mean the desk is licensed in Morocco. None is.
| Desk | Stated minimum | Settlement | Morocco status |
|---|---|---|---|
| Kraken OTC | $100,000 (official) | USD, EUR, crypto | Not among 14 prohibited regions |
| Bitget OTC | $100,000 equivalent | USD, EUR, GBP | Not on restricted lists we saw |
| OKX Block Trading | $1,000 notional (help page, May 2026) | Crypto, USDT | MAD P2P live, not named in ToS |
| Binance OTC / VIP | Not published globally | Crypto to crypto | MAD P2P live |
| CEX.IO Prime | Not published | EUR SEPA, GBP, USD | Accounts supported |
Kraken OTC
Kraken publishes the clearest terms. Its OTC pages put the minimum at about $100,000 per trade, settled from your Kraken balance, with an option for flexible settlement to a bank or wallet within 24 hours. You need Kraken’s highest verification tier. Morocco does not appear on the list of 14 regions Kraken refuses, which includes Libya and Sudan.Kraken support A third-party site says the threshold fell to $50,000 in March 2025. We could not confirm that on Kraken’s own pages, so plan for six figures.
Bitget OTC
Bitget announced its fiat OTC service in 2024 with a $100,000-equivalent minimum and settlement in USD, EUR and GBP.Bitget press release Morocco does not appear on the aggregator restricted lists we reviewed, although Bitget’s official list did not render for us. Note that Bitget’s own crypto card is not available in Morocco, a reminder that “account allowed” and “every product allowed” are different things. Our Bitget review covers the rest of its offer for Moroccan users.
OKX Block Trading
OKX’s product is closer to a self-serve RFQ than to a phone desk. When it opened Block Trading to the public in 2022, the entry point was $100,000. Its current help page, updated in May 2026, gives a minimum notional of just $1,000.OKX help The quotes are crypto and stablecoin legs, not fiat. OKX also runs a live USDT/MAD P2P market, with about 290 ads in our most recent snapshot.
Binance OTC and VIP
Binance has the deepest Moroccan liquidity of any platform through P2P, but its global OTC desk does not publish a minimum. The only published figure belongs to Binance.US, a separate company, which cites $10,000. The global OTC service quotes crypto against crypto. VIP status, which lowers trading fees, depends on 30-day volume and BNB holdings, and gives no dirham access.
CEX.IO Prime
CEX.IO has operated since 2013 and holds a FinCEN money-services registration, NMLS 1804170 and dozens of US state money-transmitter licences, plus an EU entity in Spain and a UK registration. Its Prime service for institutional clients added OpenPayd rails in April 2026 for EUR SEPA and SEPA Instant, GBP and USD settlement.Finance Magnates Moroccan residents can open an account. Card deposits are not available for Morocco, though, so a Moroccan client funds it with crypto or from a foreign bank account where that rail applies. No minimum for Prime is published.
Can you settle an OTC trade in dirhams?
No, and this is the part most OTC articles skip. Every desk above settles in a hard currency or in crypto. None accepts a transfer from Attijariwafa or CIH in dirhams, and none pays out to a Moroccan bank in dirhams.
The reason is the same exchange-control framework that keeps Bitcoin ATMs out of Morocco. The dirham is not freely convertible, and a resident’s transfer abroad has to go through an approved intermediary for an authorised purpose. Buying crypto is not one of those purposes. So the desk’s fiat leg can only come from an account that already holds dollars or euros outside the Moroccan system, or from stablecoins you already own.
In practice the route looks like this: euros sit in a Spanish or French bank account, go by SEPA to the desk, and the desk delivers Bitcoin to a wallet you control. Or USDT already in your exchange account becomes BTC through an RFQ. A dirham balance in Morocco does not enter the picture without breaking the rules.
Who can legally use an OTC desk from Morocco?
Moroccan residents
A resident individual who opens an OTC account with Kraken or Bitget is not doing anything the desk forbids. The problem sits on the Moroccan side. Holding assets abroad requires Office des Changes authorisation, and the 2017 statement still says virtual-currency transactions breach the exchange rules.Office des Changes In 2026 the Office started sending formal notices to residents suspected of holding crypto abroad, citing P2P transfers between March and August 2025, with 30 days to justify them. A six-figure OTC trade leaves a much clearer trail than a few P2P orders. Read the legal status page before going further.
Non-residents and MRE
A foreign national or a Moroccan living in Paris or Brussels who earns abroad is in a different position. Their bank account, salary and tax residence are outside Morocco, and the desk relationship is governed by the rules of the country where they live. The friction appears when proceeds come back to Morocco to buy property or support family. Banks will ask where the money came from, so trade confirmations and statements from the desk matter. Our crypto tax guide for Morocco covers the reporting side.
Companies
A Moroccan company cannot legally put Bitcoin on its balance sheet today. Foreign investments by resident companies need Office des Changes authorisation, and we found no Casablanca Finance City firm licensed for crypto. Draft law 42.25 would license crypto-asset service providers under the AMMC, but it has only been published for consultation (in November 2025), and in July 2026 Bank Al-Maghrib said work was still ongoing. A foreign subsidiary of a Moroccan group is a separate legal question for that group’s lawyers, not for a crypto desk’s sales team.
Big P2P merchants: Morocco’s de facto OTC market
For people who only have dirhams, the only real block liquidity is the P2P market. On Binance P2P, Bybit and OKX, the top of the USDT/MAD book belongs to merchants: verified advertisers who post large ads every day with fixed limits. When we last checked, typical first-page ads on Binance had minimums from 100 to 15,000 MAD and maximums up to about 108,000 MAD, with many capped at 24,000 MAD. Buy prices sat around 10.34 to 10.36 MAD per USDT.
So a client who wants 500,000 MAD of USDT ends up splitting the trade across several merchants and several days, paying the P2P premium of roughly 6% over the official dollar rate each time. Every order is a separate bank transfer from your account to a stranger’s, and every one of those transfers is visible to your bank. Sending 400,000 MAD in 20 chunks to 20 different names is exactly the pattern that triggers account reviews at Moroccan banks. Our P2P guide explains how to check merchant histories and avoid “dirty money” payments.
Open an account, move USDT or BTC from P2P or a desk, and keep a clean record of every trade.

Search “courtier crypto Casablanca” or scroll a few Telegram groups and you will find people offering to “handle” large amounts. You give dirhams in cash or by transfer, and they deliver USDT, sometimes at a better rate than Binance. A 2026 analysis of Telegram advertising describes these changeurs as concentrated in Casablanca and Rabat, using Binance P2P for settlement.TG Ads Spy
The legal history of this business is not encouraging. In ruling 462/3 of 24 March 2021, the Court of Cassation upheld the conviction of a man who had served more than 1,000 clients since 2016. He took dirhams into bank accounts and bought Bitcoin in euros and dollars. The grounds were banking-law violations, because he collected funds from the public, and exchange-control violations under the 1949 dahir. Clients of such a broker are not shielded from questions either.
The practical risks are just as serious:
- No escrow. Once your cash or transfer leaves, you rely on a stranger’s goodwill.
- Tainted funds. Police cases in 2025 and 2026 described extortion proceeds in USDT being turned into dirhams “through contacts on social media”. If your USDT comes from that pool, the freeze hits your account.
- Physical danger. Meeting someone with a bag of cash is the scenario kidnapping and robbery crews look for.
- Fake regulators. In September 2026 the AMMC warned that scammers impersonate the regulator itself.
Our crypto scam guide lists the patterns in more detail. Our verdict: no saving on the spread justifies this route.
What documents does an OTC desk ask for?
Any serious desk runs anti-money-laundering (AML) and identity (KYC) checks that are stricter than a retail exchange’s. Exact lists vary, but expect the following.
For an individual: a passport or national ID card (CNIE), a recent proof of address, and a source-of-funds explanation for this trade. For larger relationships, add a source-of-wealth statement showing how you built your assets, with supporting documents such as bank statements, a property sale deed or company dividends. Kraken’s top tier also includes a video or selfie check.
For a company: the articles of association (statuts), a commercial register extract (RC), the tax and ICE identifiers, and a list of directors and beneficial owners above the desk’s threshold. Add a board resolution authorising the account and identity documents for each signatory. A desk serving a Moroccan entity will also want to know why it is allowed to hold assets abroad.
Under draft 42.25 as reported, licensed Moroccan providers would have to keep records for 10 years, report suspicious transactions to the ANRF and apply the Travel Rule. International desks already work this way, so treat every document you send as something a regulator may read one day.
How to evaluate an OTC desk before you send money
- Check the licence yourselfLook up the entity name in the regulator’s register, not in the desk’s marketing. Kraken, Bitget and CEX.IO publish their legal entities.
- Ask how settlement worksWhich entity holds your funds, which bank receives your euros, and how long delivery takes. Prefer desks that settle into an account you already control.
- Compare two or three quotesSend the same RFQ to several desks at the same minute. Spreads on BTC blocks are small; a quote far off the market is a warning.
- Demand a written confirmationEvery trade should come with a dated confirmation showing price, size, fees and counterparty. Store it with your bank statements.
- Start with a test tradeRun one smaller trade end to end before the real one. It reveals delays and hidden fees cheaply.
Two more filters. Refuse any desk that asks you to send funds to a personal account, or that cannot name its legal entity. And watch for a desk that agrees too easily to take dirhams. If it does, you are dealing with an informal broker under a nicer name.
What could change with law 42.25
If draft law 42.25 is adopted in the form reported by Hespress and La Vie Éco, Morocco would get AMMC-licensed crypto-asset service providers, including exchange and custody services. A licensed local broker could, in theory, quote dirham prices for large blocks with full AML controls. Stablecoin issuance would be limited to banks and payment institutions approved by Bank Al-Maghrib. The text has not been adopted, and nothing reported so far settles how it would interact with exchange-control rules on transfers abroad.
Until it is, the safe assumption is simple. Big trades happen abroad, in hard currency, by people who can explain where the money came from. To compare the retail side, see our ranking of the best crypto exchanges in Morocco and the CEX.IO review.

FAQ
What is a crypto OTC desk?
An over-the-counter desk is a service that quotes one fixed price for a large block of crypto and settles it privately, away from the public order book. You request a quote, accept it within seconds or minutes, and the desk delivers the coins or the cash. The point is to avoid moving the market price against yourself on a big order.
Is there a Bitcoin OTC desk in Morocco?
No. We found no licensed OTC desk, broker or crypto exchange office based in Morocco at the time of writing. Under the 2017 Office des Changes position no such business can operate legally. Moroccan residents who trade OTC do so with international desks, which settle in dollars or euros.
What is the minimum for Kraken OTC?
About $100,000 per trade, according to Kraken's official OTC pages, and the client needs the highest Pro verification level. A third-party source says the threshold dropped to $50,000 in March 2025, which we could not confirm on Kraken's own site. Morocco is not on Kraken's list of prohibited regions.
Can I settle an OTC trade in dirhams?
No. None of the desks we checked lists MAD as a settlement currency. Kraken, Bitget and CEX.IO Prime settle in USD, EUR or GBP, while Binance and OKX run crypto-to-crypto quotes. The only dirham liquidity for crypto is the P2P market, where large merchant ads top out around 100,000 MAD per order.
Is it legal for a Moroccan company to buy Bitcoin OTC?
Not today. A company resident in Morocco needs Office des Changes authorisation to hold foreign assets, and the 2017 statement treats crypto transactions as an exchange-control breach. Draft law 42.25, still not adopted, would create licensed crypto-service providers, but it says nothing yet about corporate treasuries buying Bitcoin.
Are Telegram crypto brokers in Casablanca safe?
No, they are the riskiest route of all. They offer no escrow and no recourse, and some resell funds linked to fraud. In 2021 the Court of Cassation upheld the conviction of a man who had run exactly this business for over 1,000 clients. Both the broker and the client can end up explaining themselves to a court.
